<p>The Crispus Attucks Early Learning Center accepts applications for child care for ages 3 months to 12 years throughout the year.  Currently we have openings for  3, 4, and 5 year olds as well as school age children who attend Jackson  Elementary, McKinley Elementary, or Hannah Penn Middle School for the  before and after school program.  We accept children receiving  subsidized payment as well as private pay clients.  The Early Learning  Center is located at 50 East Boundary Avenue, York.  Call Center Director Carol Heagy at (717) 718-9620 ext. 2 for more information.</p>

<li>is licensed by Pennsylvania Department of Welfare – providing quality childcare since 1937</li>
<li>is NAEYC (National Association for the Education of Young Children) Accredited</li>
<li>has a 4-STAR Rating in the Keystone STARS Program – exceeds state health and safety licensing requirements; funded by the Pennsylvania Department of Public Welfare</li>
<li>is located in a new building with a rooftop playground, dedicated art and music rooms, multi-purpose room, and two infant, two toddler, four preschool, and three after school classrooms; the building opened in January 2010</li>
<li>classrooms scored higher than the state average when rated by an Early Childhood Consultant using a National Environmental Rating System</li>
<li>is actively involved in the school readiness initiative with Focus on Our Future and the York City School District to prepare children for kindergarten and a lifetime of learning</li>
<li>teachers continually exceed state requirements for number of training hours per year</li>
<li>accepts these payments: Subsidy from Child Care Consultants, TANF, and/or Private pay</li>
<li>completes developmental assessments three times per year using the Ounce Scale for Infants and Toddlers and Work Sampling for preschool students</li>
<li>offers a Pre-K Counts classroom from 8:30 to 11:30 a.m. for 19 students</li>
<li>has a Certified Art Teacher on staff</li>
<li>currently serves more than 200 children, ages 3 months – 12 years</li>

<h2><strong>Early Learning Center Building </strong></h2>
<div class="mceTemp mceIEcenter" style="text-align: left;">The Crispus Attucks Early Learning Center (ELC) serves more than a hundred children from York County.  Through a community capital campaign, generous support from York businesses and residents made it possible for the Crispus Attucks Community Development Department to facilitate this project.  ELC child care services moved into the new, state of the art building in January 2010.   The ELC is located at 50 East Boundary Avenue, across the street from the Crispus Attucks Community Center.</div>

<li>The completed application to the best of your ability. If you have any questions, our bilingual staff will gladly assist you in completing the application;</li>
<li>Social Security cards for all persons who will be residing in the unit;</li>
<li>proof of income;</li>
<li>and photo identification for all adults who will be residing in the unit.</li>

		<description><![CDATA[The Crispus Attucks YouthBuild Charter School is designed to give youth the opportunity to earn their high school diploma.]]></description>
			<content:encoded><![CDATA[<p>The Crispus Attucks YouthBuild Charter School is designed to give youth the opportunity to earn their high school diploma. Along with academic classes, seniors must participate in construction training every other week. Students are also required to participate in Mental Toughness.</p>

<p>The Crispus Attucks YouthBuild Charter School has successfully aligned our curriculum with the Pennsylvania Student State Standards and benchmarks. We were recognized by YouthBuild USA, our national parent organization, for our outstanding program. Each educator has a copy of the PA Student State Standards and benchmarks located in their classroom. The students who enter our program have committed themselves to positive change. They recite our mission statement every morning, with its focus on accepting responsibility and respectable leadership. The school&#8217;s aim is to help each student earn a high school education, develop employability skills, provide skills training and ultimately put them in a position to secure gainful employment. This is done by having a state certified curriculum, and a teaching staff that meets the requirements of the Pennsylvania Department of Education. There is a Mental Toughness component that focuses primarily upon self-discipline and positive self-image.</p>
<p>Our constant endeavor to keep that mission alive and growing is established in the following areas and strengths:</p>

<li>Maintain a safe, encouraging, supportive learning environment.</li>
<li>Provide individualized pupil-centered education.</li>
<li>Teach students how become effective, successful learners.</li>

<p>We must empower our young people to reach their fullest potential, so that they are prepared when the “baton” is passed to them. Our goal is not to ‘fix’ youth, but to develop them. The Crispus Attucks Rising STARS (Striving To Achieve Remarkable Success) Youth and Family Program provides many after-school and summer educational, recreational, and social responsibility opportunities for youth 5 to 18 years old. All youth participate in:</p>

<p style="text-align: center;"><strong>MISSION STATEMENT</strong></p>
<p style="text-align: left;">The Mission of the Crispus Attucks Center for Employment and Training is to empower York area residents (especially York City) and surrounding counties to be empowered through training, education, comprehensive case management, and job placement. The CACEY is dedicated to providing quality customer service to all we serve. Special attention is directed to economically and socially challenged individuals, the unskilled or under-skilled, and youth and young adults.</p>
<p style="text-align: left;">Programs of the Center for Employment and Training are covered in detail below.<br />
<strong>General Employment Services</strong></p>
<p style="text-align: left;">This program was developed to serve young adults ages 19 to 24 who are seeking employment. We strive to empower participants in the York County area (York City in particular), to attain self-sufficiency through training, education, counseling, and job placement.</p>
<p style="text-align: left;"><strong>Youth Employment Services<br />
</strong></p>
<p style="text-align: left;">The York Youth Employment Services provides to in-school or out of school youth in York County the opportunity to complete their high school education, develop employability skills and skills specific training that will ultimately put them in a position to secure gainful employment. This program targets youth between the ages of 17-22 years old.</p>
<p style="text-align: left;">Additional services offered through Y.E.S.:</p>
<p style="text-align: left;"><strong>V.I.E.W. </strong>- Is a School to Work Initiative funded by the South Central Workforce Investment Board (W.I.B.) for in and out of school youth ages 14-21. Our focus is on ages 17-21. It is an 8 week program which includes classroom time and training clusters (Healthcare and Construction). Healthcare is being instructed by HACC, WellSpan and Memorial Hospital. Other partners in this venture are: Yorktowne Business Institute and Wm. F. Goodling Advances Skills Center who provide an introduction to manufacturing. The focus on teambuilding component is to take participants concentration off of me/I and re-focus on learning how to work together with others, working as a team and developing leadership capabilities.</p>
<p style="text-align: left;"><strong>K.E.Y.S. (Keep Empowering Youth to Succeed)</strong>K.E.Y.S. works with at-risk youth throughout York County (specifically Adjudicated Youth). The program uses a goal-oriented intervention strategy that links soft-skills and life management training with job readiness, placement and retention services, supported by intense personal mentoring aimed at assisting adjudicated and at-risk youth (14-18) in obtaining effective employability skills; which is designed to direct youth on the journey to self- sufficiency. Forty-five 45 of the participants will have the opportunity to go through the Manufacturing Association of York for training. The Manufacturing Association will expose 45 of the selected youth, to two nationally accredited programs; advanced manufacturing curriculum; Manufacturing Skills Standards Certification (MSSC) and OSHA 10 hr certification. This K.E.Y.S. program is offered as an after school program (Monday –Friday from 4:00 pm-8:00 pm. Stipends and incentives assist us in keeping participants motivated and eventually completing the program.</p>
<p style="text-align: left;"><strong>ELECT (Education Leading to Employment &amp; Career Training)</strong>This program is dedicated to working with pregnant and parenting teens up to age 22 residing in York City/County to empower them to complete their high school education, gaining economic independence and improving the quality of life for themselves and their children by becoming the best parents they can be.<br />
ELECT currently provides services to the following schools: William Penn, Hannah Penn, Edgar Fahs Smith, West York, Southwestern, Spring Grove, Manito and CA Youthbuild Charter School. Some of the services provided are: health &amp; nutrition education, individual and group support, job preparation and career exploration, secondary pregnancy prevention, intensive case management, domestic violence information, GED preparation, monitoring of school attendance, parenting education and life skills, field trips, workshops and various activities to broaden their knowledge in infant/child safety and assisting with childcare needs.</p>
<p style="text-align: left;"><strong>E.F.I (ELECT Fatherhood Initiative)</strong>Teen fathers or fathers to be up to 22 years of age can be a part of this component which empowers them to complete their high school education, gain economic independence, and become responsible, respectable role models in the lives of their children. The services available are: child development and parenting education, infant and child safety training, job preparation and career exploration, individual &amp; group support, healthcare &amp; nutrition education, Fatherhood Responsibility workshops, parenting and life skills education, GED preparation (when necessary), and various activities i.e. field trips, conferences and related seminars. Participants must reside in York City/County and be willing to or in the process of establishing paternity. There is an additional component entitled “DOCTOR DAD” which increases the father’s parenting skills in the area of infant and toddler health and helps fathers realize that they play a unique role in caring for their children.</p>
<p style="text-align: left;"><strong>Community Connections</strong>The Crispus Attucks Center for Employment &amp; Training in partnership with Harley Davidson and other members of its Business Advisory Board has launched a new employment and training initiative entitled, The Crispus Attucks Community Connections Program. This initiative is designed to connect inner-city, underserved and underrepresented populations with higher skilled employment opportunities in York and surrounding counties. This workforce development training is seeking highly motivated, unemployed or underemployed, semi to highly skilled individuals who desire to improve their employability in such areas as: manufacturing, healthcare, retail, banking, hospitality, construction and general trades. The training will be offered in a classroom setting, one night per week over an eight-week period for two hours per night. Pre-testing and assessment will be done and participants may not miss any of the sessions.</p>

<p>The Crispus Attucks YouthBuild Charter School has expanded to enroll 10th- and 11th-graders in addition to 12th-graders. Tenth-graders must have at least six credits and 11th-graders must have at least 12 credits to qualify for enrollment. <p>Not sure where to start? Looking for a job? Want to get back into school or continue your education after high school? The Crispus Attucks Center for Employment &amp; Training has a variety of programs for in-school and out-of-school youth between 14-18 years of age and young adults from 19-24 years of age. These programs are designed to prepare youth for jobs, help them with their education, obtain certifications, and improve their life and basic computer skills along with other necessary skills and training. Participants must meet state mandated financial eligibility (Workforce Investment Act (WIA) and Temporary Assistance for Needy families (TANF) guidelines.) This is an opportunity to both “learn and earn,” and programs are offered during daytime and after school hours. <p><strong>Boundary Avenue Development</strong> </p>
<p>Boundary Avenue serves as a symbolic southern gateway into York City.  Over the past decade and a half, the Crispus Attucks Community Development Department has worked to develop this area of the city to make it more attractive to professionals and residents.  In building new commercial properties and renovating old ones, Crispus Attucks has addressed the needs of city residents while providing office space for workers from throughout York County.  Thanks to this development, nearly 400 people are employed in Crispus Attucks owned properties. </p>
